In [EDirectory 9.1.0.0 (40101.29)] and later some [EDirectory Background Processes] have been redesigned to cater to large, dynamic environments.
[eDirectory] Support recommend that you set the Background Process Delay Settings to a Hard Limit to 5ms and enable [Asynchronous Outbound Synchronization]. However, if the [CPU] utilization goes high, increase the sleep duration.
[eDirectory] Support reported lab tests were performed on a setup of 10 servers with the following settings: Hard Limit- 0ms, [Asynchronous Outbound Synchronization] - enabled, and Async Dispatcher Thread Delay - 0ms. The tests have shown that [replication] is 7 times faster than with the default settings. During this test, no other client operations were performed.

When partitioning notes for large trees and removing a partition, you can speed things up by making all replicas R/O except Master.
Then Merge the partition. This is what happens when the Join takes place anyhow and this adds soem control to the process.
