!!! Overview[1]!! Gather the files to local Storage
On Linux, in any any directory you have permissions, run the following commands:

wget -r -nH -np http://cdn.novell.com/cached/designer/packages/idm/updatesite2_0_0/

Then if desired, generate an ISO image:

genisoimage -V designer402au4a -J -r ./designer402au4a.iso ./cached/designer

Burn the iso or copy the directories over to your VM host server or copy the files to your Designer server.
Open Designer, perform the following steps:
* Click on Window > Preferences
* Expand "Novell", select "Identity Manager", click on updates
* Since it is an offline machine change it to "Do not check for updates", uncheck all checkboxes, change the URL to:

* Click "Apply"
* Under "Novell" Expand "Package Manager" Click on "Online Updates"
* Since it is an offline machine change it to "Do not check for updates", uncheck all checkboxes
* Click the + sign, on the prompt fill the fields with:

URL: file:///<path_to_files>/packages/idm/updatesite1_0_0

* Click the + sign, on the prompt fill the fields with:

Vendor: Offline 2
URL: file:///<path_to_files>/packages/idm/updatesite2_0_0
example (Linux, mounted iso):
file:///media/designer402au4a/packages/idm/updatesite2_0_0

* Make sure both "Offline 1" and "Offline 2" have their checkbox checked. Hit Apply
* Click "Ok"
* Go to "Help" > "Check for Designer updates"
* Accept and update Designer
* After the restart go to "Help" > "Check for package updates"
* Select the top checkbox (meaning all packages), accept and update.
* Let Designer restart one last time.
