Overview#

Foundational ID is another word for Government Identity as used by the World Bank.

Foundational ID is "which are built in a top-down manner with the objective of bolstering national development by creating a general-purpose identification for use across sectors"

Foundational ID is in contrast to a "Functional ID" "which evolve out of a single use case, such as Voter ID, health records, or bank cards, and have potential for use across sectors".
