Fusion centers are intelligence gathering, analysis and dissemination state or major urban area center, which are owned by state, local, and territorial Law Enforcement Agency and United States Department of Homeland Security (DHS) and the Office of Justice Programs in the United States Department of Justice.

Fusion centers receive resources, training, and other coordinated services from the DHS Office of Intelligence and Analysis (I&A) and United States Federal Emergency Management Agency (FEMA) provide .
