GCP Networking Products Connections are a connection to Google Network Infrastructure and NOT just to Google Cloud Platform

• GCP Virtual Private Cloud (VPC) - Managed networking functionality for your Cloud Platform resources
• GCP Cloud Load Balancing - Scale your applications on Google Compute Engine from zero to full-throttle
• Google Cloud Interconnect - allows Google Cloud Platform customers to connect to Google via enterprise-grade connections with higher availability and/or lower latency than their existing Internet connections.

GCP Networking Products or Services:

• GCP Cloud CDN - leverages Google's globally distributed Google Edge Points of Presence to providing Content Delivery Network for websites and applications served out of Google Compute Engine and Google Cloud Storage.
• Google Cloud DNS - a scalable, reliable and managed authoritative Domain Name System (DNS) service running on the same infrastructure as Google.
