GCP Project Owner is a GCP Role within Google Cloud IAM

GCP Project Owner has "Full Control" of the Google Cloud Project.

GCP Project Creator is automatically granted the GCP Project Owner GCP Role

When assigning a G-Suite User to a GCP Project Owner GCP Role the G-Suite User has to accept the GCP Project Owner as they become the Billing Owner of the Google Cloud Project

GCP Project Owner can:

• turn services on or off - By default, most services are not enabled when a new project is created. It is up to the owner to decide which services should be enabled.
• Assign Permissions and Roles
