When the SINGLE-VALUE flag NOT present on an AttributeType definition the attribute is MULTI-VALUE.

Absence of the SINGLE-VALUE flag implies the AttributeType definition may have multiple values.

SCIM#

multiValued - A Boolean value indicating the attribute's plurality. When true it is MULTI-VALUE.
