Consensus implies that a decision or "state" has been achieved.

Consensus in a Distributed Data Store has completed Replication when an agreed upon state or Consensus has been obtained.

Consensus implies the Consent or Authorization of an entity within a context.

Consensus, like consent does NOT imply full agreement but rather a that 'No Objection'.
